The local housing allowance which was intended to promote fairness, choice and personal responsibility among claimants by paying money directly into their bank accounts instead of to the landlords has proved to be failing.

A national crackdown on social housing tenancy cheats is launched by the Government with the aim to recover up to 10,000 council and housing associations homes which have been sublet illegally.
